However! I am a big supporter of the concept and recognise that the 2019 change to the maximum voucher size (to infinity! and beyond!) is a significant step.

If your employer allows you to use a salary sacrifice method to buy your bike, please mention it. Low Traffic Neighbourhoods has already done multiple builds using a customer voucher - it is a trivial additional step in the process and has no impact on your scheme.
